Replaces the Section 781 prohibition with a federal regulatory framework:
– **Beverages:** up to 10mg THC per container
– **Other edibles:** up to 5mg per serving, 50mg per container
– **Age:** federal minimum purchase age of 21
– **Testing:** mandatory third-party lab testing
– **Packaging:** standardized labeling, no child-appealing designs, no added flavors that could appeal to kids
– **Prohibitions:** synthetic cannabinoids (HHC, delta-8 conversion products), adulterated products
– **FDA:** designated as regulator; product manufacturers must register
– **State authority:** preserved — states can impose stricter caps, taxes, or outright prohibitions
Also appropriates: $200M/year for CDC data collection, $40M for state impaired-driving grants, $30M for cannabis breathalyzer research.
