Amends the pre-harvest testing standard for hemp plants from delta-9 THC to total THC — aligning with the P.L. 119-37 redefinition. Requires state and federal hemp production plans to differentiate between industrial hemp and hemp produced for cannabinoid uses.

Does **not** address the consumable product ban. Offers regulatory relief to industrial hemp producers only.
