Extends the effective date of the Section 781 hemp redefinition from November 12, 2026 to November 12, 2028 — a two-year delay. Does not modify the substance of the new definition; only pushes the enforcement date back.
Stated purpose: give farmers, USDA, and industry time to adapt. Has a Senate companion (S. 3686).
